Small shared utilities of the XMachines packages

The utils subpath of @xmachines/core holds code that more than one @xmachines/* package needs, and that belongs to no layer of the Play Architecture: the release protocol, and small helpers for values and errors. The cache is on the cache subpath, and the error base is on the errors subpath. The subpath keeps no module state, so DISPOSE resolves to the same symbol in each copy.
